Palouse Active Transportation Plan
What is the Active Transportation Plan?
The Active Transportation means using active modes of travel such as walking, biking, or skateboarding. Almost everyone uses active Transportation at some point during a trip, whether walking to a bus stop, bicycling to work, or rolling home from school.
The Active Transportation Plan helps us learn from you and others to shape recommendations for policy decisions, investments, and improvements. The plan will consider where we are now, where we want to go, and how we will get there in the coming years. It coordinates with your local city and county plans, so we invite you to get involved
Community Development Grant Funding
Over $80,000 has been made available for COVID-19 micro grants through a Whitman County Community Development Block Grant and the Washington State Department of Commerce.
This grant funding is available for qualifying microenterprise owners impacted by COVID-19 to stabilize businesses in our Whitman County communities. To request assistance, you must meet the program requirements, submit required documentation, and certify the application form before May 27, 2020, or as directed at the time of inquiry.
Unlike other assistance being offered to businesses, these grant funds are based on COVID-19 impact to your business and to your personal household income. Funds are available on a limited basis, and applicants are not guaranteed assistance.

COVID-19
Do to the Governor's order 20-25, City Hall will be closed to all customers from entering the building. You are welcome to use the drop slot, mail or our website to make payments. If you need help, we are available by phone or email from our usual 8:00am-5:00pm office hours. We are limiting our staff so please be patient if we miss your call. Messages are being checked daily, however you are welcome to try again as we might either be on a phone call or had to step away from our desk.
We are trying to understand how the Governor is leading our state and what is being allowed to open. As this seems to be changing daily, please give us a call for the latest information. Click on the AWC logo to see the letter that was signed by Mayor Retzer to our Governor.
Avista Message
Avista has partnered with the Innovia Foundation and many other generous individuals, foundations, and businesses, to establish the COVID-19 Community Response and Recovery Fund. As we navigate the uncertainty and uncharted course of COVID-19, please know that we all are focused on rapidly responding to the most critical needs in our region. We are dedicated to working with our non-profit and community partners to reduce the adverse effects of the pandemic on our communities. Working together, we can help one another, particularly our neighbors in need and our most vulnerable populations.
Innovia’s mission is to ignite generosity that transforms lives and communities. How urgent this mission seems, in light of the events in our society these past few weeks.
In order to move resources quickly, Innovia is not hosting a formal application process for the COVID-19 Fund. Instead they are seeking feedback from community members and nonprofit organizations via an online survey. The survey can be accessed here: https://covidresponse.questionpro.com/. Please forward this link far and wide to people in your community so we can hear from them. Responses to the five questions will help Innovia determine the most pressing needs and how to direct resources.
